It's probably a few inches above the elbow, but the arm comes up to show that was the intent.

When you watch the slower mo part at the end of this clip, it becomes obvious that Tkachuk could sense Doughty coming at him, and he raises his arm to try and hold him off - it was in no way an intentional hit to the head. His arm does come in contact with Doughty's head, but was first and foremost a hockey play.
