That's 189 potential threats. The police don't know who the threat(s) are, how many, or where they will be on the plane.
They are going in blind, even with information such as description, name and assigned seat.

If a team is storming a place, shouldn't they know, with as much certainty as possible, the targets and where they are located prior to entering a confined space? I'm thinking that storming a place is like a Smash & Grab where you want to complete your objective before the target knows what is going on and can react. If that's the case, you would need to gather as much information as possible and then quickly execute a plan based on the intelligence gathered.
