Would Tkaczuk have had a better career without the concussion? Certainly. Would he have come close to Samsonov's career? I think doubtful.

It's pointless to debate because we will never know but Tkaczuk was more bad luck than bad pick. Here's a good article detailing how he was trending and what happened after he got that first concussion.
