There is no ambiguity to blocking food and water. We know what happens to every human when they don’t have those two things.
Indifference doesn’t exclude intent. Indifference is defined by a lack of concern about the outcome, not confusion about the action and its outcome.
There are a lot of complicated questions concerning this conflict. However the one around withholding food and ‘intent’ is easily answered.
