Colorado easily could have panicked and traded Mackinnon at one point, he wasn't instantly elite. Colorado also read their team correctly and knew when to push some chips in to add pieces like Kadri, Toews, and Kuemper.
Problem with Columbus is they probably moved too quickly at different times and weren't patient enough to build a winner.
With Buffalo I think they potentially actually should have made a couple moves last offseason to try to add but didn't (they really could have used a veteran goalie and veteran dman coming into this season).
It's really all about drafting well and as a manager reading the team correctly for when you need to add to start your build. Too early and you probably won't have a deep enough base of prospects built to be a contender, too late and it's when your team can start to flounder a little bit and the players get frustrated

It also helps to be a market where players actually want to play.
