With Buffalo I think they potentially actually should have made a couple moves last offseason to try to add but didn't (they really could have used a veteran goalie and veteran dman coming into this season).

It's really all about drafting well and as a manager reading the team correctly for when you need to add to start your build. Too early and you probably won't have a deep enough base of prospects built to be a contender, too late and it's when your team can start to flounder a little bit and the players get frustrated
It also helps to be a market where players actually want to play.
