My VPD buddy said it happened on the road (made it seem like they were moving) but it was the Kensington off ramp from the highway. The other car was then ditched and burnt just up the road in the Brentwood area.
I get that this #### happens and it has happened for years but it seems to be more "broad daylight"' and brazen these days.
