Because, Arizona. There are not many smart people who run for office. Most are so entrenched in hardcore conservative culture war issues it makes it impossible to have discussions about actual important issues. So when something like a politically charged item like this comes up, and could possibly help the GOP, the Arizona legislature is certain to accommodate their demands.
