It's not like European countries are making a big deal out of those positions not being filled. I think the temperament required would be essentially "don't rape or kill anyone at least in public". If you can shake hands, smile and speak English you're probably golden.

This is grossly inaccurate.
They are plum positions to be sure, but they are representatives of the country and the government to other governments.
