Mueller and Kenneth Star are very different. Ken Starr was the Office of the Independent Council, something that existed under a law called the Ethics in Government Act. The OIC was outside the normal chain of command, being appointed by a three-judge panel.
The EGA had a sunset provision which expired in 1999, the Office no longer exists.
Mueller is a Special Council - which is technically within the Department of Justice, appointed by the Acting Attorney General.
