It's an annoying thing I've noticed on this message board over the years (and I don't know if you've been responsible for this in the past) where female politicians are only condescendingly referred to by their first name. See Rachel and Alison, but not Stephen or Tom or Jim or Naheed, though Trudeau does get referred to as Justin on here. Partly to presumably differentiate from his father, but also I can't help think that it's partly to play on his youth/inexperience/pretty boy looks.
Hillary is definitely to differentiate from Bill and she markets herself that way in order to differentiate her from Bill. I also don't think Hillary is used to make her appear dumber the way Rachel or Alison was used. Justin is used to diminish him based on is youth/pretty boy good looks

Id have to think about Stephen, Allison, but Jack Layton was Jack in a lot of conversations used positively.

I think in summary in many cases first names are used to denigrate a politician of either gender but also in cases like Hillary or Jack to humanize and make them relatable.
